How embattled PM played 'jihad' card

Kevin Rudd toughened his counter-terrorism blueprint to trumpet the threat from jihadist and home-grown terrorism despite resistance from officials within his department and the Attorney-General's department who were concerned the assertions were inflammatory and counter-productive.
The main announcement from the paper was a $69 million project to introduce biometric checks for visa applicants - a program Mr Rudd said yesterday was in part a response to the attempted bombing of an aircraft flying to the US on December 25, which happened after the paper was initially due to be released.
